A route to Pacific markets

Pacific Link is designed to carry about one million barrels of crude a day to the Pacific coast, opening additional capacity for exports to Asian markets. The government says Canada aims to double its non-US exports over the next decade. According to the BBC, about 90% of Canadian crude exports went south of the border last year; Ottawa estimates that Pacific Link and related infrastructure could reduce fixed pipeline dependence on the US to about 65% to 70% of capacity.1246

Carney described the plan as part of a broader economic shift: “A pipeline to the west coast is part of our mission to transform our economy, to double our non-US exports over the next decade … [and] to unlock our full potential as a global energy superpower”. Economic promises and financing questions

Government projections say the pipeline could add more than C$20 billion annually to gross domestic product, with estimates reaching as high as C$30 billion, and could support 140,000 jobs. The BBC reported a projected cost of C$35.2 billion to C$43.7 billion. The Independent gave an estimate of $25 billion to $31 billion and said the federal and Alberta governments would provide roughly US$2.8 billion before the principal private investor supplied its construction share.1246

The federal government said Canada and Alberta would share ownership equally, with at least 10% offered for purchase by Indigenous peoples. Approval is not assured

The national-interest listing places the proposal on an accelerated federal path. The government says the Major Projects Office, supported by the Canada Energy Regulator, will conduct the review, oversee consultations and establish project conditions. The South China Morning Post reported that Ottawa is seeking to complete the regulatory process by September 1, 2027. Engineering, costs, environmental review, financing, shipping arrangements and Indigenous consultation must still be addressed before construction can proceed.2469

The agreement also makes construction of the Pathways carbon-capture initiative a prerequisite for Pacific Link, according to The Independent. The BBC reported that Alberta agreed to develop a carbon-capture programme intended to lower its overall emissions. Ottawa has also said it is increasing funding to safeguard the ocean and tightening protections for marine species potentially harmed by additional tanker activity, while planning to collaborate with British Columbia on an eventual crude-export terminal.126

Indigenous concerns remain

The government says consultations have taken place with more than 130 Indigenous communities, although Carney has acknowledged that intensive discussions remain. The Independent reported that most communities consulted were not ready to support listing Pacific Link on the information available. Environmental groups and some Indigenous communities are expected to oppose the project, according to the BBC.126

The Athabasca Chipewyan First Nation said its chiefs raised concerns with Carney about environmental protection and human health. It said Carney asked affected Nations to participate in shaping the project’s conditions, promised additional talks and made safeguarding the Athabasca River a priority. Chief and Council stressed that “participation in these discussions does not constitute ACFN’s consent” and said the designation did not settle its environmental concerns.8

Political pressure in Alberta

The proposal is advancing before an October 19 public vote in Alberta on whether to hold a referendum on leaving Canada. The New York Times reported that the pipeline may ease separatist tensions in the province and loosen Canada’s energy ties with the United States. Those possible political effects remain assessments rather than established outcomes.235
