What's new

  • Power plants in Kyiv and Kharkiv were hit.
  • Kyiv reported outages after a drone strike.
  • Russia had not confirmed an energy ceasefire.
  • Six people were reported killed in attacks in two cities.

On Oct 11, Russian attacks struck several power stations across Ukraine, among them sites in Kyiv and Kharkiv, following US President Donald Trump’s statement that Moscow and Kyiv had agreed to an immediate halt to attacks on energy infrastructure. Russia had not confirmed that it had accepted such an arrangement.12

Strikes on power facilities

A drone struck a power plant in Kyiv, causing electricity outages in the Ukrainian capital, according to the reports. In Kharkiv, a strike hit the CHP-5 power plant. The attacks came amid uncertainty over Trump’s assertion that both sides had agreed to stop targeting energy infrastructure.12

Trump said the energy ceasefire was to take effect immediately. Ukrainian President Volodymyr Zelensky said the announcement was unexpected and sought further details, while Russia had not confirmed its participation. Zelensky said Ukraine supported a ceasefire and that Russian support was necessary for it to work.12

Civilian casualties and competing accounts

The Guardian reported that Russian strikes left six people dead in two Ukrainian cities and wounded another 20. An attack on a Kharkiv grocery shop killed three people and wounded 20, while another strike in western Ukraine claimed three lives.2

Russia’s military said it had struck a logistics centre used for military and dual-use cargoes. Separately, a Ukrainian drone strike killed one person in Russia’s Belgorod region, according to The Guardian.2

Diplomatic pressure

The strikes occurred as Trump also announced an agreement to purchase Russian diesel fuel while the United States temporarily eased sanctions on that fuel, according to the two reports. Canadian Prime Minister Mark Carney criticised the diesel arrangement after speaking with Zelensky, saying it ran counter to efforts to build peace and stability in Europe, according to The Straits Times.12

France’s President Emmanuel Macron said France backed what he described as a real energy ceasefire, and said Russia was continuing to reject one while increasing attacks on Ukrainian infrastructure. Johann Wadephul, Germany’s foreign minister, said Germany remained supportive of Zelensky. Trump also called for Ukraine to have a new president; Zelensky responded that selecting the country’s leaders was for Ukrainian society and its people.1

Why it matters

For European readers, the reported attacks underline that the claimed halt to strikes on energy infrastructure had not been confirmed by Russia and was followed by strikes affecting Kyiv and Kharkiv. The reported US move on Russian diesel and Carney’s criticism also place energy supply decisions alongside diplomatic efforts concerning the war.12
