Trump offers Russia help after Siberian institute worker dies

US President Donald Trump said on Oct 5 that Washington was prepared to help Russia after a female employee at an anti-plague research institute in Irkutsk, Siberia, died with pneumonia whose cause had not been determined. Russian officials said tests had not detected microorganisms associated with her work, while US and international health officials continued to monitor the case.1246

Cause of death remains uncertain

The employee worked at the Irkutsk Anti-Plague Research Institute. Russian authorities described her condition as pneumonia of undetermined cause rather than confirming plague. Local outlets named the woman as Darya Shipilova, a 28-year-old lab technician, though available reporting has not independently verified either her identity or claims that suspected pneumonic plague caused her death.124

Rospotrebnadzor, Russia’s consumer and health watchdog, said expanded analysis of samples found no microorganisms linked to the woman’s professional work. The agency's expert panel said it found no evidence that an incident involving disease-causing microorganisms had occurred at the facility. Irkutsk Governor Igor Kobzev similarly said no relevant organism had been detected in her biological samples.129

Unverified accounts offered competing explanations for how she became ill, including an alleged broken test tube and a visit to an area associated with plague. The BBC reported that the bacterium that causes plague, Yersinia pestis, is present among rodents including marmots in the area. Kremlin spokesman Dmitry Peskov urged the public to rely on Rospotrebnadzor’s findings rather than rumours.1579

Contacts monitored and hospital quarantined

According to the Associated Press and Al Jazeera, Russian officials placed a hospital under quarantine and identified the employee's contacts. Russian media reports cited by Al Jazeera said nearly 200 people had been placed under observation in Irkutsk. TASS reported that all identified contacts were monitored and that none had developed symptoms.249

The Associated Press reported that two contacts tested positive for a virus associated with the common cold and that tests from the other contacts were negative. Kobzev said no other employees of the institute had sought medical treatment after the technician’s death. Rospotrebnadzor said its biological-safety team found no emergency at the facility.14

The World Health Organization was in contact with Russian health authorities to establish what happened and review laboratory work and results. Based on unofficial information then available, the organisation said the risk to the wider population appeared low. Preventive measures and monitoring of contacts were nearing completion, according to TASS.279

Washington watches the case

Trump said the United States was examining the case closely and would provide assistance where possible. He said he had not discussed the suspected outbreak with Russian President Vladimir Putin, according to Al Jazeera. The US State Department called on Russian authorities to release accurate information promptly and openly.1256

US Secretary of State Marco Rubio said there was concern that a laboratory infection could have spread internally and might have involved pneumonic plague. He said the episode did not warrant alarm but did require continued attention. Simon Clarke, cited by the BBC, said pneumonic plague can pass between people and is usually fatal without treatment, although antibiotics can overcome it.12

Why it matters

European officials, along with US authorities, were monitoring the death, giving the case relevance beyond Russia while its cause remained unresolved. The WHO’s assessment that the apparent public risk was low provides reassurance, but its reliance on unofficial information underscores the importance of verified testing and disclosure.289
