Ukraine and Russia confirmed on October 23 a local humanitarian ceasefire for Russian-occupied Oleshky in southern Ukraine, intended to enable civilian evacuations and aid deliveries. The White House said US first lady Melania Trump had secured the agreement, although announcements gave different dates for its start.145
Different dates for the operation
Moscow said Russian forces would cease firing at 04:00 local time, or 02:00 GMT, on October 27, according to the BBC. The Associated Press reported that Ukraine’s lead negotiator said the humanitarian ceasefire would begin on Tuesday and continue for several days.14
The White House, however, set October 29 as the beginning of the localized ceasefire. The Kyiv Independent also reported an October 29 start while separately citing the Russian General Staff’s announcement of a halt to fire on October 27.35
According to the White House, Melania Trump and a representative worked directly with the two countries’ leadership to establish the terms. Russia’s human-rights ombudswoman confirmed her role in brokering the humanitarian agreement, the Associated Press reported. Kremlin spokesman Dmitry Peskov also acknowledged her contribution.1456
Aid and evacuation
The proposed operation combines deliveries of humanitarian supplies with the departure of civilians who want to leave. The White House said civilian representatives from both countries would visit residents at home to assess their needs, while people choosing evacuation would receive transport and help reaching their chosen destination.35
Teams appointed by Russia and Ukraine had begun arranging operational details, including demining, the White House said. The Kyiv Independent reported that engineering reconnaissance would be used to help protect residents and supplies. Ukrainian human rights ombudsman Dmytro Lubinets said: “The operation will take place gradually. It is extremely difficult to implement.”35
Residents facing shortages
The White House described shortages of medicine, food and clean water in Oleshky. Melania Trump said residents faced restricted electricity supplies, mines on roads and repeated military attacks. She said most of those remaining were elderly and needed medical treatment and essential supplies.125
Ukraine estimates that around 6,000 people, including 200 children, remain in Oleshky and neighbouring areas, according to the BBC. Residents interviewed by the broadcaster described malnutrition among children, insufficient medical care and a lack of schooling in the wider Oleshky area.1
Ukraine’s foreign minister, Andrii Sybiha, said Russian forces had completely blockaded the local population, the BBC reported. Ukraine said its efforts to bring supplies into Oleshky had failed in recent months. Davyd Arakhamia said an operation to open access to the city and its surroundings would begin soon.1
The humanitarian agreement was reported alongside plans for further diplomacy. According to The Straits Times, officials from Ukraine, Russia and the United States planned to hold technical-level talks in Abu Dhabi in the first half of November.2
Why it matters
The agreement concerns civilian access to food, medicine and evacuation in a Russian-occupied Ukrainian city. Its scope is local, while separately reported plans for November meetings involve Ukraine, Russia and the United States.245
